Filling Operations Underway For New Morgantown Dam

Construction for Morgantown, WV’s new water supply dam is substantially complete and on January 13, 2023, the Morgantown Utility Board (MUB) received clearance from the WVDEP to begin filling operations. MUB estimates three months are needed to fill the George B. Fleegle Dam. 

Located on Cobun Creek, the dam stores 400 million gallons with an 85-foot high, zoned-earth embankment, multiport intake structure and 132-foot wide spillway.

The injection of federal funds from the American Rescue Plan (ARP) and Bipartisan Infrastructure Law and related state programs offers a rare opportunity to fund public infrastructure projects with sizeable grant money. These programs will be administered through state and local government as follows:

Pennvest – Pennsylvania was recently awarded $240 million as a first installment of the federal Bipartisan Infrastructure Law. These funds will be administered by Pennvest and will fund drinking water projects such as lead pipe replacement, treatment of emerging contaminants (PFAS) and water infrastructure. Pennvest will use, “…an affordability formula which ensures that funding is prioritized to communities with the most significant needs and least capacity to finance needed repairs and upgrades…” Additional program guidance from Pennvest is forthcoming.

PA DCED Multimodal Transportation Fund (MTF) – DCED is accepting applications from March 1 to July 31 for bridge, streetscape and roadway projects, among many others. Municipalities must provide a 30% local match (Liquid Fuels funds eligible) for grants up to $3,000,000. Many GD&F clients have used MTF funds for culvert and bridge replacements.

PA DCED Local Share Account (Gaming Revenues) – Announced in January 2022, this new DCED program funds infrastructure projects up to $1 million with no matching funds required. The application deadline for water, wastewater and other public improvements is March 15.

Growing Greener III – A new round of funds is under consideration by the Pennsylvania legislature. An appropriation of $500 million from the American Rescue Plan is proposed for water and wastewater infrastructure and related environmental improvement. Progress on this bill is anticipated later this year.

American Recovery Plan (ARP) – Infrastructure funding was a key part of ARP with grant funds allocated to municipal and county governments. Although grants have been awarded, some municipal and county money remains for disbursement after priorities/policies are established.
